The 4-hour training requirement for contractors involved in SWPPP implementation activities in the construction general permit is as follows:  The individuals responsible for installing, constructing, repairing, maintaining or inspecting erosion and sediment control measures or constructing post-construction stormwater management practices at SPDES-permitted construction sites are required to attend a DEC-endorsed 4-hour training course every three years.

 

Soil and Water Conservation Districts (the course presenters) are non-regulatory entities, that cannot enforce stormwater regulations, and that are presenting the information that follows on behalf of the DEC.
